Perhaps its the mindset of just accumulating...
or just that many of them are at a bare minimum level of using and learning about the internet,so expecting them to contribute wub be a bit too much..
Local languages wud make a difference but i believe it will take time to show up...</description>

I'm sure that the right answer is a very nuanced one, but my hypothesis is that part of the reason is the lack of local (Indian) language content on the internet. Joining a social network is a content-light activity and English is okay for that. However, for more content-heavy activities like creating and collecting content, the preferred language for most Indians is probably not English, and there is no real context for Indian regional language user generated content, yet.
